Charter Commission Kick-off: Cheesecake and Undercurrents

First came the cheesecake: Brooklyn BP Marty Markowitz greeted the 2010 NYC Charter Revision Commission members at their first public meeting, at the NYC College of Technology in downtown Brooklyn, and gifted each one with Junior’s cheesecake.

Then commission chair Matthew Goldstein explained the purpose of the meeting to an audience of about 75, and invited his colleagues to introduce themselves. When the intros progressed across the crowded stage to commission member Carlo Scissura, Scissura leaned back and deferred to colleague Hope Cohen, who had been forced to sit behind him when the dais got too crowded for all 15 commission members. Goldstein, a mathematician by training, joked about this as being an example of “a packing problem.” It was not his last mathematical allusion. Our take: The commission’s March 3rd appointment date didn’t leave enough time to hire the staff members who could prepare for a public meeting scheduled only two weeks later. Continue reading

Government 311: How to Improve Complaint Submission

It’s not the first time that 311 has been used to harass neighbors, but it may be the most egregious. Jim Dwyer, writing in the Metropolitan Section of Sunday’s NY Times, tells of a rash of phony 311 complaints that, Dwyer says, “has put thousands of homeowners in Queens under a state of bureaucratic siege.”

“From September to December, more than 3,000 complaints of illegal [residential] conversions were filed in three Queens neighborhoods — Whitestone, Flushing, and Malba.” The result: Buildings department inspectors repeatedly seeking entry into homes maliciously identified by anonymous complainants. The Bloomberg/Citizens Union Charter Agenda

Mayor Bloomberg’s 2010 charter revision partnership with the Citizens Union showed its face Monday in the form of a comprehensive charter overview by CU panelist Douglas Muzzio, a professor at Baruch College. Here’s some of what Muzzio wrote, with our translations in italics:

Describing the current city charter, Muzzio called it “a large document (currently 356 pages), packed with organizational minutiae, much of which belongs in the Administrative Code.” The Bloomberg commission — with the help of the Citizens Union — will call for “streamlining” the charter by shifting some of its provisions to the Administrative Code. This will make it easier for the mayor and the Council to change those provisions later on, without the public scrutiny that would occur if they remained in the charter.

Government 101, Lesson 2: Why Does NYC Have So Many Traffic Lights?

Well, actually, only about 12,000 of NYC’s 43,000 intersections are “signalized.” The borough with the most traffic lights is Brooklyn, with over 4,000. One report has it that the first red-green light in NYC was installed in 1930.

By the Giuliani administration, the numbers were in the thousands, and the city’s Department of Transportation needed 34 months to evaluate whether an intersection needed one. Giuliani saw the lights as an easy way to curry favor with constituents, so he instructed Transportation Commissioner Christopher Lynn to eliminate a 600-light backlog and cut the study time. Lynn reduced the study time to 12 weeks. During his regime, the number of traffic lights installed went from 56 in 1995 to 169 in 1996, and to a a planned 222 in the first five months of 1997. By early 1997, the city’s traffic lights totaled 10,687. By January, 2006, after Michael Bloomberg had been in office for four years, the number had increased to 11,871. Continue reading

Does Big Business Understand that NYC Has Five Boroughs?

Many New Yorkers, including the folks at the Center for an Urban Future, believe that the city’s economy must diversify geographically and industrially for its middle class —and the city — to survive. Whether this happens will depend on whether local political power reflects a five-borough perspective. The current relationship between the mayor and the City Council does not suggest that this will occur soon; nor does a recent move by Professor Ester R. Fuchs to the Partnership for New York City. Pressure Builds for November Charter Revision

Mayor Bloomberg’s rumored charter revision commission is under the gun to get its proposal(s) on the ballot before New York State alters existing charter revision rules.

The New York State Assembly Standing Committee on Cities, chaired by James Brennan (44AD, Brooklyn), just announced a public hearing to be held on February 17 to consider changes in the way city charters can be modified. Brennan’s committee has been considering legislation “that would change the composition of charter revision commissions and legislation that would repeal the provision that prevents citizen initiated ballot questions if a charter revision commission has been convened.”

To avoid any changes that the Assembly might try to enact, the mayor’s charter revision commission would have to meet a schedule for an Election Day ballot this November.

Dysfunctional or Disagreeable?

With New York and California vying for the title of the most dysfunctional state government in the U.S., it’s hard to find anyone in New York City these days who will publicly compliment Albany. Mike Bloomberg draws cheers when he blames Albany for taxing NYC’s revenues and returning less than the city’s fair share. City public school equitable funding advocates agree with him, not without reason. Charter school operators and supporters bristle at Albany’s failure to lift the state’s 200-school cap. Atlantic Yards opponents chafe at Albany’s strong-arm development tactics. State aid to the Big Apple is reduced and city jobs are threatened because Albany’s budget deficit is gigantic. The Art of War – NYC Style

The NY Daily News confirmed yesterday that Mayor Michael Bloomberg “is expected to appoint a charter revision panel in the coming weeks. Among other issues, the panel will examine and possibly reduce or eliminate the roles of borough presidents and community boards.”

Genuine threat, or feint? Those who remember the 1989 charter revision know that the media can be used to divert attention from a charter panel’s true agenda. A threat to eliminate the BPs and the CBs is just one possible tactic a 2010 commission could use. Others are even more Machiavellian. Continue reading

Mayors Are Made, Not Born

Everything about Mayor Michael R. Bloomberg is extreme: zero smoking in restaurants, 200 miles of new bike lanes, a million new trees, a hundred million bucks to get re-elected, a 180-degree turnaround on term limits, a 50-state gun control agenda, sharp reductions in parental control over 1,600 schools…. The list goes on and on.

But if you think about it, you’ll realize that Bloomberg’s predecessor, Rudy Giuliani, also was a man of extremes, albeit less creative, more abrasive, and — we think — less convinced of his own omniscience. But he, too, did things in a big way. Continue reading
